Cabinet plans to rent Kharkiv CHPP-5 and CHPP-2

The Verkhovna Rada registered a bill to remove Combined Heat and Power Plants (CHPP) from the list of enterprises that can not be privatized. It is stated on the website of the Verkhovna Rada. The project was initiated by the Cabinet and approved by the Ministry of Finance and the State Property Fund. Among the excluded objects in Kharkiv region are PJSC "Kharkiv" CHPP-5" (Dergachi District) and SE "CHPP-2 "Eshar" (Chuguev district).
According to developers of the draft law, to prevent the negative impact on Ukraine's economy from a significant increase in prices for imported natural gas, its consumption will be reduced by alternative fuels, particularly coal. Ministry of Energy is preparing a program of technical re-equipment of combined heat and power plants. The implementation of program will require private investment that can be achieved through the transfer of CHPP in the lease or concession. In this case the leaseholder must promise that he will transfer the CHPP to coal. But according to the law of Ukraine on leasing state and municipal property there is a ban on leasing state property objects of national significance and is not subject to privatization. Therefore it was necessary to exclude CHPP from the list of state-owned objects that are not to be privatized and to remove corresponding ban.
